Buletin Administrasi Publik (BAP) (Bulletin of Public Administration) is a peer-reviewed, open-access international journal dedicated to publishing pioneering research at the intersection of public administration theory, public policy analysis, bureaucratic reform, and modern governance systems. Positioned as a premier scholarly forum for advancing state administration and public sector management, the bulletin serves public administration scholars, policy analysts, civil service practitioners, government strategists, and civic researchers worldwide. BAP prioritizes high-impact empirical research, comparative administrative studies, policy impact evaluations, and in-depth case studies on institutional innovation and public service delivery. By synthesizing classical and contemporary paradigms—such as New Public Management (NPM), New Public Service (NPS), and Dynamic Governance—with emerging digital transformations, the bulletin fosters a deep, comprehensive understanding of how responsive, transparent, and accountable administrative systems drive democratic governance and societal welfare.

Scope and Topics
Reflecting its mandate to advance the study of public administration and governance modernization, the bulletin welcomes high-quality original research articles, systematic literature reviews, comparative policy studies, and applied administrative evaluations within the following thematic areas:
  • Public Policy Formulation, Implementation & Evaluation: Agenda-setting dynamics, evidence-based policymaking, regulatory impact assessments, policy network analysis, and the evaluation of socio-economic public programs.
  • Bureaucratic Reform, Public Management & Ethics: Organizational restructuring in the public sector, performance management systems, administrative ethics, anti-corruption frameworks, public leadership, and civil service human resource management (Manajemen ASN).
  • Public Service Delivery & Citizen Engagement: Innovations in public service quality, citizen-centric administration, public satisfaction metrics, ombudsman and grievance redressal mechanisms, and inclusive access to basic public goods.
  • Digital Governance, E-Government & GovTech: Digital transformation of government bureaucracies, smart city governance, open government data initiatives, artificial intelligence (AI) in public decision-making, and cybersecurity in public administration.
  • Decentralization, Local Governance & Collaborative Networks: Intergovernmental relations, regional autonomy and local government administration, village governance (administrasi pemerintahan desa), collaborative governance, and Public-Private-People Partnerships (4P).
Publication Frequency
To ensure rigorous editorial oversight, thorough peer review, and the timely dissemination of public administration and policy research, BAP is published semi-annually (2 issues per year, typically scheduled for release in June and December). Special thematic issues focusing on agile bureaucracy in times of crisis, digital transformation in local government, or collaborative governance for sustainable development may be commissioned by the Editorial Board.

Peer Review Process
BAP enforces a strict double-blind peer review policy to maintain the highest standards of academic integrity, analytical objectivity, and empirical validity across public administration and policy sciences.
  • Initial Desk Evaluation: Every submission undergoes a preliminary screening by the Editor-in-Chief or a relevant Subject Editor to assess thematic alignment, methodological soundness (quantitative analytical rigor, qualitative policy case study depth, administrative data accuracy, or conceptual logic), and structural compliance. Plagiarism screening via Turnitin/iThenticate is strictly executed at this stage, requiring a similarity index below the bulletin's maximum threshold.
  • Expert Peer Review: Manuscripts passing the desk evaluation are anonymized and assigned to at least two independent reviewers who are established academic researchers, senior policy analysts, or public administration specialists in the relevant domain.
  • Editorial Decision: Based on the reviewers' recommendations, the Editorial Board renders one of four decisions: Acceptance, Revisions Required (Minor/Major), Resubmit for Review, or Rejection. The final decision rests entirely on intellectual merit, methodological clarity, and the potential for tangible impact on public administration practices and policymaking.
