Scope and Topics
Reflecting its mandate to advance the study of public administration and integrated regional development, the bulletin welcomes high-quality original research articles, systematic literature reviews, comparative sub-national studies, and applied policy evaluations within the following thematic areas:

Regional Development Planning & Policy Execution: Formulation and evaluation of regional development plans (RPJMD/RKPD), participatory planning (Musrenbang), spatial and infrastructure governance, and alignment between national strategic priorities and local policies.

Decentralization, Regional Autonomy & Local Governance: Intergovernmental relations, asymmetric decentralization, institutional restructuring of local government agencies (OPD), village governance (pemerintahan desa), and inter-regional cooperation.

Local Public Finance & Development Budgeting: Performance-based local budgeting, regional tax and revenue administration (PAD), management of intergovernmental fiscal transfers and Village Funds (Dana Desa), and accountability in local public expenditure.

Local Public Service Delivery & Bureaucratic Reform: Innovations in sub-national public services, civil service human resource management (Manajemen ASN Daerah), administrative ethics, anti-corruption initiatives at the local level, and citizen satisfaction metrics.

Smart Regions, Collaborative Governance & Sustainable Development: E-government and digital transformation in local administration (Smart City/Smart Village), Public-Private-People Partnerships (4P) in regional development, localizing the Sustainable Development Goals (SDGs), and climate-resilient local governance.

Publication Frequency
To ensure rigorous editorial oversight, thorough peer review, and the timely dissemination of public administration and regional development research, BAPPD is published semi-annually (2 issues per year, typically scheduled for release in June and December). Special thematic issues focusing on fiscal decentralization reforms, smart village innovations, or collaborative governance for regional economic recovery may be commissioned by the Editorial Board.

Peer Review Process
BAPPD enforces a strict double-blind peer review policy to maintain the highest standards of academic integrity, analytical objectivity, and empirical validity across public administration and regional development studies.

Initial Desk Evaluation: Every submission undergoes a preliminary screening by the Editor-in-Chief or a relevant Subject Editor to assess thematic alignment, methodological soundness (quantitative analytical rigor, qualitative policy case study depth, regional administrative data accuracy, or conceptual logic), and structural compliance. Plagiarism screening via Turnitin/iThenticate is strictly executed at this stage, requiring a similarity index below the bulletin's maximum threshold.

Expert Peer Review: Manuscripts passing the desk evaluation are anonymized and assigned to at least two independent reviewers who are established academic researchers, senior public administration scholars, or regional development specialists in the relevant domain.

Editorial Decision: Based on the reviewers' recommendations, the Editorial Board renders one of four decisions: Acceptance, Revisions Required (Minor/Major), Resubmit for Review, or Rejection. The final decision rests entirely on intellectual merit, methodological clarity, and the potential for tangible impact on local public administration practices and regional development policies.
