Positioned as a premier scholarly forum for bridging policy design with administrative execution, the bulletin serves public policy analysts, public administration scholars, government strategists, civil service practitioners, and civic researchers worldwide. BKAP prioritizes high-impact empirical research, rigorous policy impact evaluations, comparative administrative analyses, and in-depth case studies on policy implementation and bureaucratic reform. By synthesizing contemporary policy frameworks—such as evidence-based policymaking, behavioral public policy, and policy network theory—with modern administrative paradigms, the bulletin fosters a deep, comprehensive understanding of how well-crafted policies and agile administrative machinery work in tandem to solve complex societal problems and advance public welfare.

Scope and Topics
Reflecting its mandate to advance the integrated study of public policy and public administration, the bulletin welcomes high-quality original research articles, systematic literature reviews, policy briefs and evaluations, and comparative administrative studies within the following thematic areas:

Public Policy Formulation, Design & Analysis: Agenda-setting dynamics, evidence-based policymaking, regulatory impact assessment (RIA), behavioral insights in policy design, and socio-economic policy modeling.

Policy Implementation, Evaluation & Governance Networks: Street-level bureaucracy and policy execution, multi-actor implementation networks, program monitoring and impact evaluation, policy learning, and policy failure analysis.

Public Administration, Bureaucratic Reform & Institutional Capacity: Organizational restructuring in the public sector, performance management systems, civil service human resource management (Manajemen ASN), public leadership, and administrative ethics.

Digital Governance, GovTech & Policy Innovation: Artificial intelligence (AI) and big data analytics in policy decision-making, electronic-based government systems (Sistem Pemerintahan Berbasis Elektronik), open government initiatives, and public sector innovation labs.

Decentralization, Sectoral Policies & Collaborative Governance: Intergovernmental policy coordination, regional and local public administration, Public-Private-People Partnerships (4P), and sectoral policy studies (education, health, social protection, environment, and sustainable development).

Publication Frequency
To ensure rigorous editorial oversight, thorough peer review, and the timely dissemination of public policy and administration research, BKAP is published semi-annually (2 issues per year, typically scheduled for release in June and December). Special thematic issues focusing on evidence-based crisis policymaking, regulatory reforms, or digital transformation in public administration may be commissioned by the Editorial Board.

Peer Review Process
BKAP enforces a strict double-blind peer review policy to maintain the highest standards of academic integrity, analytical objectivity, and empirical validity across public policy and administrative sciences.

Initial Desk Evaluation: Every submission undergoes a preliminary screening by the Editor-in-Chief or a relevant Subject Editor to assess thematic alignment, methodological soundness (econometric/quantitative policy evaluation rigor, qualitative institutional case study depth, administrative data accuracy, or conceptual logic), and structural compliance. Plagiarism screening via Turnitin/iThenticate is strictly executed at this stage, requiring a similarity index below the bulletin's maximum threshold.

Expert Peer Review: Manuscripts passing the desk evaluation are anonymized and assigned to at least two independent reviewers who are established academic researchers, senior public policy analysts, or public administration specialists in the relevant domain.

Editorial Decision: Based on the reviewers' recommendations, the Editorial Board renders one of four decisions: Acceptance, Revisions Required (Minor/Major), Resubmit for Review, or Rejection. The final decision rests entirely on intellectual merit, methodological clarity, and the potential for tangible impact on public policymaking and administrative practice.
