Buletin Tata Kelola Pemerintahan (BTKP) (Bulletin of Government Governance) is a peer-reviewed, open-access international journal dedicated to publishing pioneering research at the intersection of public governance, institutional accountability, regulatory policy, and democratic statecraft. Positioned as a premier scholarly forum for advancing the principles of good, clean, and dynamic governance, the bulletin serves governance scholars, political scientists, public administration researchers, government auditors, and policy practitioners worldwide. BTKP prioritizes high-impact empirical research, comparative governance indices evaluations, institutional network analyses, and in-depth case studies on bureaucratic transparency and multi-stakeholder collaboration. By synthesizing contemporary governance frameworks—such as Good Governance, Sound Governance, Collaborative Governance, and Adaptive Governance—with emerging digital transformations and civic participation paradigms, the bulletin fosters a deep, comprehensive understanding of how transparent, responsive, and law-abiding governmental systems build public trust and deliver equitable socio-economic outcomes.
 
Scope and Topics
Reflecting its mandate to advance the study of governmental governance and institutional integrity, the bulletin welcomes high-quality original research articles, systematic literature reviews, comparative governance studies, and applied policy evaluations within the following thematic areas:
  • Good Governance, Transparency & Public Accountability: Implementation of good governance principles, public sector auditing and oversight, open government initiatives, freedom of information, anti-corruption architectures, and whistleblowing mechanisms.
  • Collaborative, Network & Multi-Level Governance: Public-Private-People Partnerships (4P), cross-sectoral policy networks, state-civil society synergies, intergovernmental coordination, and polycentric governance models.
  • Regulatory Governance, Rule of Law & Public Ethics: Regulatory quality and impact assessment, administrative law enforcement, bureaucratic ethics, integrity zones (Zona Integritas), ombudsman oversight, and public grievance redressal systems.
  • Digital Governance, E-Government & Algorithmic Accountability: Electronic-based government systems (Sistem Pemerintahan Berbasis Elektronik), smart governance ecosystems, data governance and privacy in the public sector, and the ethical use of artificial intelligence (AI) in governmental decision-making.
  • Local, Village & Adaptive Crisis Governance: Sub-national and municipal governance innovations, village governance (tata kelola pemerintahan desa), indigenous and customary governance integration, agile governance in crisis and disaster management, and sustainable governance (ESG in the public sector).
Publication Frequency
To ensure rigorous editorial oversight, thorough peer review, and the timely dissemination of governance and institutional research, BTKP is published semi-annually (2 issues per year, typically scheduled for release in June and December). Special thematic issues focusing on anti-corruption reforms, digital governance ecosystems, or adaptive crisis governance may be commissioned by the Editorial Board.
 
Peer Review Process
BTKP enforces a strict double-blind peer review policy to maintain the highest standards of academic integrity, analytical objectivity, and empirical validity across governance studies, political science, and public administration disciplines.
  • Initial Desk Evaluation: Every submission undergoes a preliminary screening by the Editor-in-Chief or a relevant Subject Editor to assess thematic alignment, methodological soundness (quantitative analytical rigor, qualitative institutional case study depth, governance data accuracy, or conceptual logic), and structural compliance. Plagiarism screening via Turnitin/iThenticate is strictly executed at this stage, requiring a similarity index below the bulletin's maximum threshold.
  • Expert Peer Review: Manuscripts passing the desk evaluation are anonymized and assigned to at least two independent reviewers who are established academic researchers, senior governance scholars, or public policy and institutional specialists in the relevant domain.
  • Editorial Decision: Based on the reviewers' recommendations, the Editorial Board renders one of four decisions: Acceptance, Revisions Required (Minor/Major), Resubmit for Review, or Rejection. The final decision rests entirely on intellectual merit, methodological clarity, and the potential for tangible impact on governmental governance practices and institutional policymaking.
