Buletin Administrasi Negara dan Pemerintahan (BANP) (Bulletin of State Administration and Government) is a peer-reviewed, open-access international journal dedicated to publishing pioneering research at the intersection of state administration, governmental studies, institutional governance, and public sector reform. Positioned as a premier scholarly forum for the analysis of state apparatus management and governmental operations, the bulletin serves state administration scholars, political and governmental scientists, constitutional and administrative policy analysts, civil service practitioners, and government leaders worldwide. BANP prioritizes high-impact empirical research, institutional and comparative governmental analyses, policy execution evaluations, and in-depth case studies on state capacity and democratic governance. By synthesizing foundational theories of state administration with the practical dynamics of executive-legislative relations, bureaucratic law, and multi-level governance, the bulletin fosters a deep, comprehensive understanding of how strong, legitimate, and responsive governmental institutions uphold the rule of law, execute national strategic agendas, and deliver equitable public welfare.

Scope and Topics
Reflecting its mandate to advance the study of state administration and governmental systems, the bulletin welcomes high-quality original research articles, systematic literature reviews, comparative institutional studies, and applied governmental evaluations within the following thematic areas:
  • State Administration & Institutional Architecture: Machinery of government, state capacity and institutional resilience, reorganization of state ministries and agencies, administrative law interfaces, and public sector accountability mechanisms.
  • Governmental Studies & Political-Administrative Dynamics: Executive-legislative relations, politics-administration dichotomy, governmental leadership and decision-making, electoral administration, and democratic accountability in state governance.
  • Regional Autonomy, Decentralization & Local Government: Central-local government relations, asymmetric decentralization, provincial and municipal governance, village government administration (pemerintahan desa), and borderland/archipelagic territory management.
  • Civil Service Governance, Bureaucratic Reform & Ethics: State civil apparatus (Aparatur Sipil Negara) management, meritocracy and politicization of the bureaucracy, public integrity and anti-corruption enforcement, administrative justice, and public service ethics.
  • State Modernization, Digital Government & Policy Execution: Implementation of national strategic policies, digital state transformation (Sistem Pemerintahan Berbasis Elektronik), open government initiatives, crisis governance, and collaborative state-society relations.
Publication Frequency
To ensure rigorous editorial oversight, thorough peer review, and the timely dissemination of state administration and governmental research, BANP is published semi-annually (2 issues per year, typically scheduled for release in June and December). Special thematic issues focusing on institutional reforms in post-election transitions, digital integration of state bureaucracies, or decentralization challenges in emerging democracies may be commissioned by the Editorial Board.

Peer Review Process
BANP enforces a strict double-blind peer review policy to maintain the highest standards of academic integrity, analytical objectivity, and empirical validity across state administration and governmental science disciplines.
  • Initial Desk Evaluation: Every submission undergoes a preliminary screening by the Editor-in-Chief or a relevant Subject Editor to assess thematic alignment, methodological soundness (quantitative analytical rigor, qualitative institutional analysis depth, governmental data accuracy, or conceptual logic), and structural compliance. Plagiarism screening via Turnitin/iThenticate is strictly executed at this stage, requiring a similarity index below the bulletin's maximum threshold.
  • Expert Peer Review: Manuscripts passing the desk evaluation are anonymized and assigned to at least two independent reviewers who are established academic researchers, senior governmental scientists, or state administration specialists in the relevant domain.
  • Editorial Decision: Based on the reviewers' recommendations, the Editorial Board renders one of four decisions: Acceptance, Revisions Required (Minor/Major), Resubmit for Review, or Rejection. The final decision rests entirely on intellectual merit, methodological clarity, and the potential for tangible impact on state administration practices and governmental policymaking.
