Buletin Inovasi Administrasi Pemerintahan (BIAP) (Bulletin of Government Administration Innovation) is a peer-reviewed, open-access international journal dedicated to publishing pioneering research at the intersection of government administration, public sector innovation, bureaucratic modernization, and agile governance. Positioned as a premier scholarly forum for transforming traditional state machinery into dynamic, forward-looking institutions, the bulletin serves public administration scholars, government innovation strategists, GovTech developers, civil service reformers, and public policy analysts worldwide. BIAP prioritizes high-impact empirical research, evaluations of public sector innovation ecosystems, administrative design-thinking studies, and in-depth case studies on breakthrough governmental practices. By synthesizing foundational theories of public administration with contemporary paradigms of open innovation, digital transformation, and adaptive governance, the bulletin fosters a deep, comprehensive understanding of how institutional creativity and structural reform overcome bureaucratic inertia, enhance state capacity, and deliver superior public value.

Scope and Topics
Reflecting its mandate to advance the study of innovation within government administration, the bulletin welcomes high-quality original research articles, systematic literature reviews, comparative institutional studies, and applied administrative evaluations within the following thematic areas:
  • Public Sector & Administrative Innovation: Institutionalization of government innovation programs (e.g., Inovasi Pelayanan Publik), public sector innovation labs, regulatory sandboxes, administrative process re-engineering, and the diffusion of best practices across government agencies.
  • GovTech, Digital Government & Smart Administration: Electronic-based government systems (Sistem Pemerintahan Berbasis Elektronik), integration of artificial intelligence (AI), blockchain, and big data in state administration, automated bureaucratic workflows, and smart city/village administrative ecosystems.
  • Agile Bureaucracy, Leadership & Organizational Change: Transitioning from rigid hierarchies to agile and dynamic governance, transformational and innovative public leadership, intrapreneurship within the civil service (Manajemen ASN), and fostering an innovation-friendly bureaucratic culture.
  • Public Service Co-Creation & Citizen-Centric Design: Application of design thinking in government, co-creation and co-production of public services with citizens, civic technology (CivicTech) integration, and inclusive administrative solutions for marginalized communities.

Publication Frequency
To ensure rigorous editorial oversight, thorough peer review, and the timely dissemination of government administration and innovation research, BIAP is published semi-annually (2 issues per year, typically scheduled for release in June and December). Special thematic issues focusing on AI-driven bureaucratic transformation, agile governance during public crises, or grassroots administrative innovations in local governments may be commissioned by the Editorial Board.

Peer Review Process
BIAP enforces a strict double-blind peer review policy to maintain the highest standards of academic integrity, analytical objectivity, and empirical validity across public administration and governance innovation disciplines.
  • Initial Desk Evaluation: Every submission undergoes a preliminary screening by the Editor-in-Chief or a relevant Subject Editor to assess thematic alignment, methodological soundness (quantitative analytical rigor, qualitative innovation case study depth, administrative data accuracy, or conceptual logic), and structural compliance. Plagiarism screening via Turnitin/iThenticate is strictly executed at this stage, requiring a similarity index below the bulletin's maximum threshold.
  • Expert Peer Review: Manuscripts passing the desk evaluation are anonymized and assigned to at least two independent reviewers who are established academic researchers, senior public administration scholars, or government innovation specialists in the relevant domain.
  • Editorial Decision: Based on the reviewers' recommendations, the Editorial Board renders one of four decisions: Acceptance, Revisions Required (Minor/Major), Resubmit for Review, or Rejection. The final decision rests entirely on intellectual merit, methodological clarity, and the potential for tangible impact on government administration practices and public sector innovation.
