Buletin Tata Kelola dan Inovasi Publik (BTKIP) (Bulletin of Public Governance and Innovation) is a peer-reviewed, open-access international journal dedicated to publishing pioneering research at the intersection of public governance, institutional transformation, public service innovation, and collaborative statecraft. Positioned as a premier scholarly forum for reimagining how public institutions operate and create societal value, the bulletin serves governance scholars, public sector innovation strategists, policy analysts, GovTech researchers, and civil service practitioners worldwide. BTKIP prioritizes high-impact empirical research, evaluations of public innovation ecosystems, comparative governance analyses, and in-depth case studies on breakthrough regulatory and service delivery models. By synthesizing contemporary paradigms—such as Collaborative Governance, Public Value Management, Open Innovation in the Public Sector, and Adaptive Governance—with emerging digital and civic technologies, the bulletin fosters a deep, comprehensive understanding of how transparent governance and continuous innovation converge to build resilient, responsive, and citizen-centric public institutions.

Scope and Topics
Reflecting its mandate to advance the study of public governance and systemic innovation, the bulletin welcomes high-quality original research articles, systematic literature reviews, comparative institutional studies, and applied policy evaluations within the following thematic areas:
  • Public Sector Innovation & Service Design: Design, diffusion, and institutionalization of public service innovations, public sector innovation labs, design thinking in policymaking, regulatory sandboxes, and social innovation for public welfare.
  • Good, Collaborative & Network Governance: Principles of transparency, accountability, and rule of law; multi-stakeholder (penta-helix) collaborative governance; Public-Private-People Partnerships (4P); and cross-boundary policy networks.
  • Digital Governance, GovTech & Smart Ecosystems: Electronic-based government systems (Sistem Pemerintahan Berbasis Elektronik), smart city and smart village governance, open government data, algorithmic accountability, and artificial intelligence (AI) integration in public administration.
  • Agile Institutions, Leadership & Public Value Creation: Organizational agility in the public sector, transformational and entrepreneurial public leadership, bureaucratic culture transformation, and measuring public value outcomes.
  • Adaptive Crisis Governance & Sustainable Public Policy: Governance innovations in disaster risk management and post-crisis recovery, green public governance, localizing the Sustainable Development Goals (SDGs), and civic engagement through participatory platforms (CivicTech).
Publication Frequency
To ensure rigorous editorial oversight, thorough peer review, and the timely dissemination of public governance and innovation research, BTKIP is published semi-annually (2 issues per year, typically scheduled for release in June and December). Special thematic issues focusing on co-created public services, digital governance ecosystems, or adaptive governance in times of global disruption may be commissioned by the Editorial Board.

Peer Review Process
BTKIP enforces a strict double-blind peer review policy to maintain the highest standards of academic integrity, analytical objectivity, and empirical validity across governance studies, public administration, and innovation management disciplines.
  • Initial Desk Evaluation: Every submission undergoes a preliminary screening by the Editor-in-Chief or a relevant Subject Editor to assess thematic alignment, methodological soundness (quantitative analytical rigor, qualitative innovation/governance case study depth, empirical data accuracy, or conceptual logic), and structural compliance. Plagiarism screening via Turnitin/iThenticate is strictly executed at this stage, requiring a similarity index below the bulletin's maximum threshold.
  • Expert Peer Review: Manuscripts passing the desk evaluation are anonymized and assigned to at least two independent reviewers who are established academic researchers, senior governance scholars, or public sector innovation specialists in the relevant domain.
  • Editorial Decision: Based on the reviewers' recommendations, the Editorial Board renders one of four decisions: Acceptance, Revisions Required (Minor/Major), Resubmit for Review, or Rejection. The final decision rests entirely on intellectual merit, methodological clarity, and the potential for tangible impact on public governance frameworks and institutional innovation.

Mission Statement "The mission of the Buletin Administrasi Desa dan Pemerintahan Lokal (BADPL) is to advance administrative and governmental scholarship by publishing rigorous, evidence-based research that strengthens institutional capacity, fiscal accountability, and democratic participation at the village and local government levels. Grounded in the philosophy that villages and local municipalities are the frontline pillars of state presence and citizen welfare, the bulletin aims to democratize grassroots governance research by providing an unrestricted platform for global academic, bureaucratic, and community dialogue. Through the promotion of diverse, rigorous quantitative, qualitative, and participatory methodologies, BADPL seeks to empower village administrators, inspire local government reformers, and shape self-reliant, transparent, and citizen-centric local governance paradigms worldwide."
