Buletin Administrasi Desa dan Pemerintahan Lokal (BADPL) (Bulletin of Village Administration and Local Government) is a peer-reviewed, open-access international journal dedicated to publishing pioneering research at the intersection of village administration, sub-national government studies, grassroots autonomy, and local public management. Positioned as a premier scholarly forum for advancing frontline governmental capacity and rural-local institutional synergy, the bulletin serves public administration scholars, local government analysts, rural governance researchers, village apparatus practitioners, and decentralization policymakers worldwide. BADPL prioritizes high-impact empirical research, evaluations of village law implementation, local administrative capacity assessments, and in-depth case studies on community-based governance and public service delivery at the grassroots level. By synthesizing foundational theories of local government and decentralization with contemporary practices in village governance (pemerintahan desa) and customary institutions (desa adat), the bulletin fosters a deep, comprehensive understanding of how autonomous, accountable, and participatory local administrations drive bottom-up democratic development and community prosperity.

Scope and Topics
Reflecting its mandate to advance the study of village administration and local governmental systems, the bulletin welcomes high-quality original research articles, systematic literature reviews, comparative local government studies, and applied administrative evaluations within the following thematic areas:
  • Village Administration & Grassroots Bureaucracy: Institutional governance of village governments (Pemerintah Desa), capacity building of village apparatus (Perangkat Desa), village-level regulatory formulation (Peraturan Desa), archive and population administration, and the role of Village Consultative Bodies (Badan Permusyawaratan Desa/BPD).
  • Local Government, Decentralization & Intergovernmental Relations: Sub-national autonomy, administrative coordination between municipal/regency governments (Pemerintah Kabupaten/Kota), sub-districts (Kecamatan), and villages, as well as asymmetric decentralization and borderland local governance.
  • Village Public Finance & Local Asset Management: Planning, execution, and accountability of Village Funds (Dana Desa) and Village Fund Allocations (ADD), village budgeting (APBDes), governance of Village-Owned Enterprises (BUMDes), and optimization of village-owned assets (aset desa).
  • Frontline Public Services & Digital Village Transformation: Innovations in basic service delivery at the village and sub-district levels, implementation of smart village ecosystems (Desa Digital), e-governance for rural administration, and inclusive access to administrative services for rural citizens.

Publication Frequency
To ensure rigorous editorial oversight, thorough peer review, and the timely dissemination of village administration and local government research, BADPL is published semi-annually (2 issues per year, typically scheduled for release in June and December). Special thematic issues focusing on smart village administrative reforms, accountability in village fiscal transfers, or the integration of customary law in local governance may be commissioned by the Editorial Board.

Peer Review Process
BADPL enforces a strict double-blind peer review policy to maintain the highest standards of academic integrity, analytical objectivity, and empirical validity across village administration and local government studies.
  • Initial Desk Evaluation: Every submission undergoes a preliminary screening by the Editor-in-Chief or a relevant Subject Editor to assess thematic alignment, methodological soundness (quantitative analytical rigor, qualitative field case study depth, local administrative data accuracy, or conceptual logic), and structural compliance. Plagiarism screening via Turnitin/iThenticate is strictly executed at this stage, requiring a similarity index below the bulletin's maximum threshold.
  • Expert Peer Review: Manuscripts passing the desk evaluation are anonymized and assigned to at least two independent reviewers who are established academic researchers, senior local government scholars, or village administration specialists in the relevant domain.
  • Editorial Decision: Based on the reviewers' recommendations, the Editorial Board renders one of four decisions: Acceptance, Revisions Required (Minor/Major), Resubmit for Review, or Rejection. The final decision rests entirely on intellectual merit, methodological clarity, and the potential for tangible impact on village administration practices and local government policies.
